Even so, you should probably still add something to the alt tag section IMO, like "Know how sometimes when you mouseover an image a little flag with some text shows up? This is a title tag (unless you're using certain browsers, then it might be an alt tag)." :P
As an example: the Dreamwidth logo has an alt text of "Dreamwidth", but when I hover over it (in Firefox) there's no popup text, because neither the image nor the link has any title text. This is correct according to the HTML standards (unless they've changed since I last checked *g*).

In short: alt = use for text you want displayed whenever the image isn't, and only then; title = use for text you want displayed on hover (on image/link/whatever).
